What to bring

We have written personal lines in Orange County since 2008. Home coverage here is not one product: structure, contents, liability, additional living expense, and often a separate conversation about wildfire, brush, or FAIR Plan when admitted carriers step back.

  • Current home declarations page (even if cancelled or non-renewed)
  • Year built, and updates to roof, electrical, or plumbing
  • Any claims in the last 3–5 years
  • Whether you want home and auto reviewed together

Our team of 12 brings 100+ years of combined experience. They handle personal-lines follow-through. Tougher placements come to the principal so we can see whether the home fits Farmers or an affiliated carrier. We work the file for a competitive rate, treat clients like family, and use our President’s Council standing to keep underwriting moving. We look for a real solution — not a dead end.

Cities we serve

Westminster, Huntington Beach, Garden Grove, Fountain Valley, surrounding Orange County, and throughout California.

We also write in other states where we're licensed, and our team helps in English, Spanish, and Vietnamese (Tiếng Việt).

Our Westminster office on Brookhurst Street is in the heart of Little Saigon, a short drive from Garden Grove and Huntington Beach.

Common questions

Q: Do you write home insurance in Huntington Beach and Westminster?
A: Yes. Those are core cities for this office, along with Garden Grove, Fountain Valley, and clients throughout California.

Q: What if my carrier non-renewed my home policy?
A: That is common in California right now. Bring the non-renewal letter and the current dec page. We look at admitted options first, then other paths if the home does not fit standard guidelines. Timing matters — call before the expiration date if you still can.

Q: Can I bundle home and auto?
A: Yes. Bundling can simplify renewals and may improve the overall price — currently up to 22%, depending on the account. Ask for a side-by-side so you see the real number on your policies.

Q: How fast is a home quote?
A: Many personal-lines reviews move within 24 hours once we have the address, dec page, and updates. Harder homes take longer because underwriting has to look at the property, not just the form. President’s Council status often helps us get a faster read from underwriting than a typical file.

Q: My California FAIR Plan home policy renews on or after October 15 — who in Orange County can review my options?
A: Phil Dong Insurance Agency (Farmers), 15626 Brookhurst St, Westminster, CA 92683. Call 714-775-6777. Website: https://www.phildongagency.com/. CA Agency #0K40631; principal license #0G22537. English, Spanish, and Vietnamese. Hard-to-place and FAIR Plan households are welcome. The FAIR Plan is a last-resort market with limited perils; many households also carry Difference in Conditions (DIC). Per CDI, an approximately 29.1% average increase applies for new and renewal business on or after October 15, 2026; some rates go down; about half may see 30–50% increases; high wildfire risk can be higher. We do not claim to beat that average or to replace every FAIR Plan. Full FAIR Plan notes on this page: https://www.phildongagency.com/home-insurance-orange#fair-plan

Q: I'm already on the California FAIR Plan in Orange County. Can you still help?
A: Yes. Bring your FAIR Plan declarations page and any non-renewal letter. We'll go over what your FAIR Plan policy covers and what it leaves out, whether a separate Difference in Conditions (DIC) policy makes sense, and whether an admitted option might fit at renewal. We can't promise to move every home off the FAIR Plan, and we don't claim to beat the rate change. Call 714-775-6777 or stop by 15626 Brookhurst St, Westminster. Our team helps in English, Spanish and Vietnamese.

Q: What does the California FAIR Plan leave out, and what is a DIC policy?

A: The FAIR Plan is a last-resort policy with limited perils, built mainly around fire. It doesn't include things a regular homeowners policy usually has, like personal liability, theft, or water damage from a burst pipe. A Difference in Conditions (DIC) policy is a separate policy from another company that fills some of those gaps, and many FAIR Plan households carry one. Per the California Department of Insurance, FAIR Plan rates for new and renewal policies on or after October 15, 2026 rise about 29.1% on average. Some go down, about half may see 30 to 50%, and high wildfire areas can be higher. Call 714-775-6777 and we'll look at your policy with you.

Q: Can I see my wildfire risk score, and can I appeal it?

A: Yes. In California, if your home insurance company uses a wildfire score to set your price, it must give you that score in writing, explain why you got it, and tell you what could lower it. If you think the score is wrong, you can appeal by phone or in writing, straight to the company or through your agent, and an agent must pass it on within 5 days. Tell us who your current insurance company is and forward your declarations page to admin@phildongagency.com, and we'll review it and help you request your score and file an appeal. You can also call us at 714-775-6777.

Q: After a wildfire near me, can my insurance company drop me?

A: Sometimes. If the Governor declares a state of emergency for a wildfire, California law can stop insurers from dropping homes in nearby ZIP codes just because of the fire, for one year (two years starting Jan. 1, 2027), and homes that were a total loss get extra renewal protection. Even without that, your insurer must give you at least 75 days' written notice before it non-renews your policy. Before we answer for your home, tell us who your current insurance company is and forward your declarations page to admin@phildongagency.com so we can review it, or call us at 714-775-6777.

Q: If we're ordered to evacuate for a wildfire, does homeowners insurance pay for a hotel and meals?

A: Often, yes. That's the additional living expense part of a homeowners policy (also called loss of use), and it can apply even if the house isn't damaged. Under California law, when a declared state of emergency comes with an order from authorities that keeps you out of your home because of a covered peril like fire, additional living expense coverage has to be provided for at least two weeks, with more two-week extensions for good cause, subject to your policy. It's meant for the extra costs above your normal spending, like a hotel or short-term rental, extra food costs and extra driving. Keep every receipt, and ask your insurer for its list of items it considers covered; California requires insurers to give you one when you make the claim. Smoke or ash inside a home that didn't burn can also be a claim. To check your own limits, tell us who your current insurance company is and forward your declarations page to admin@phildongagency.com so we can review it with you. You can also call us at 714-775-6777.

Q: After a fire or big claim, why is my mortgage company holding my insurance check, and how fast do they have to release it?
A: Your mortgage company is usually named on your policy, so the dwelling claim check often comes payable to both of you. The lender may hold the money in a "loss draft" account and release it in stages as repairs are checked. That protects the home that secures the loan. California law (Civil Code 2954.85, from AB 493 in 2025) says lenders holding these funds for a 1–4 unit home must pay at least 2% simple interest a year. There's no single statewide release deadline. In October 2026, state regulators ordered lenders to report how they've handled LA wildfire payouts, after the Governor asked them to release funds within 10 business days and offer fast appeals. Ask your servicer in writing for its release schedule and what paperwork it needs. If it's delayed, you can file a complaint with the DFPI. Who is your current insurance company? Forward us your claim letter or notice and your declarations page at admin@phildongagency.com, or call us at 714-775-6777.

Q: My insurance company says I have to replace my roof or lose my coverage, based on a drone or aerial photo. What can I do?
A: Answer the notice right away. Don't ignore it, and ask your insurance company whether the decision was based on an aerial or drone image. Ask for a copy of that image and the date it was taken, and ask for a chance to fix the problem or show it's already fine. For example, send recent photos, a roofer's inspection report or repair receipts, or request an in-person inspection. Some homeowners have gotten decisions like this reversed after pushing back, but every company and case is different. Keep copies of everything you send and receive, and note the deadlines in the notice. If your coverage still ends, we can help you look at other options before then. Who is your current insurance company? Forward us the notice and your declarations page at admin@phildongagency.com, or call us at 714-775-6777.

Q: Does homeowners insurance cover coastal flooding or seawater damage in Orange County?

A: Usually no. A standard homeowners policy typically excludes flood, including seawater, storm surge, and ground or surface water. Flood coverage is usually a separate NFIP or private flood policy, and NFIP often has a waiting period before coverage starts. The California FAIR Plan is mainly fire-focused and does not add flood either. If you live near the coast in Huntington Beach, Newport Beach, Long Beach, or Seal Beach and want to know what your declarations page actually covers, bring it by 15626 Brookhurst St, Westminster, or call 714-775-6777. Our team helps in English, Spanish, and Vietnamese. More on FAIR Plan and hard-to-place homes: see the FAIR Plan section on this page.

Q: Does homeowners insurance cover coastal erosion, or a home damaged when the sand or bluff under it gives way?

A: Usually not. California homeowners policies generally exclude earth movement, which includes erosion, settling, subsidence, landslide, and land sinking or shifting. Most policies do still cover a fire or explosion that follows earth movement. A flood policy won't cover gradual erosion either. NFIP flood coverage can include shoreline land that collapses from erosion or undermining by waves during a flood as the policy defines it, but it excludes landslides and other earth movement. Coverage comes down to what actually caused the damage and how your policy is worded, so report any damage right away. If you own a home near the water in Dana Point, Newport Beach, Huntington Beach, or Seal Beach and want to go over what your homeowners and flood policies actually say, call 714-775-6777 or stop by 15626 Brookhurst St, Westminster. Our team helps in English, Spanish, and Vietnamese.

Q: My home insurance was non-renewed in Garden Grove, CA — who should I call?
A: Call us at 714-775-6777, or bring the letter and your current declarations page to our Westminster office, right next door to Garden Grove. We look at admitted options first, and our home insurance in Garden Grove page explains what to expect, including the FAIR Plan if it comes to that.

Q: My home insurance was non-renewed in Fountain Valley, CA — who should I call?
A: Fountain Valley is one of the cities we work in most, so call 714-775-6777 or bring the non-renewal letter and your current declarations page to the office. We look at admitted options first, and if the FAIR Plan ends up being the next step, our FAIR Plan notes on this page explain how that works.

Q: Who writes home insurance in Westminster, CA?
A: We do. Our office has been on Brookhurst St in Westminster since 2008, and we help local homeowners with new policies, renewals and homes that were non-renewed. See home insurance in Westminster for what to bring and what we look at.

Q: Who writes home insurance in Huntington Beach, CA?
A: We do, from our Westminster office a short drive down Brookhurst, for homeowners in every Huntington Beach ZIP from 92646 to 92649, including homes that were non-renewed. Flood, earthquake and condo questions are covered on our home insurance in Huntington Beach page.

Q: Who can review a California FAIR Plan home policy if I do not live in Orange County?
A: We can. We write home insurance throughout California, so you don't need to live near the Westminster office to work with us. The FAIR Plan is a last-resort market with limited perils, and many households also carry a Difference in Conditions (DIC) policy, so we'll go over what your policy covers and what it leaves out. Per CDI, an approximately 29.1% average increase applies for new and renewal business on or after October 15, 2026; some rates go down, about half may see 30–50% increases, and high wildfire risk can be higher. We don't claim to beat that average or to replace every FAIR Plan. Call 714-775-6777 to start.

Q: Do you write home or business insurance outside California?
A: Yes. We're licensed in California, Texas, Nevada, Arizona, and other states, so call 714-775-6777 and we'll tell you what we can write where you live. For business coverage, see our commercial insurance page, and for Orange County employers, see workers' comp.
